With the General Assembly constitutionally required to adjourn by 6 p.m. on Friday, May 16th, only five weeks remain in the 2025 Regular Session. The General Assembly is further constitutionally mandated to pass all appropriation bills a week prior, by 6 p.m. on Friday, May 9th. The House Budget bills made their way to the Senate this week, and the Senate Appropriations Committee is expected to begin budget markup next week. more
Only 6 weeks remain in the 2025 legislative session. This week, the topic of state revenues took center stage in both chambers. While the House finalized the state budget on Thursday, the Senate spent much of its week debating whether to phase out the state’s capital gains tax. more

With the magnolia trees blooming and the opening day of baseball, spring has arrived at the Missouri Capitol. Following last week’s Legislative Spring Break, the General Assembly wasted little time getting to work. The House spent hours each day perfecting House bills. Two bills of significance were sent to Governor Mike Kehoe’s desk this week. On Wednesday, the House concurred with the Senate amendments on the omnibus public safety bill to Truly Agree and Finally Pass SS#2 SCS HCS#2 HB 495. The bill was passed with an emergency clause, which means it will take effect immediately upon the Governor’s signature. more
When the 9th week of Session concluded, the House Rules – Legislative Committee had voted out a large bill seeking to legalize video lottery terminals and so-called gray machines, and the Senate had perfected the omnibus public safety bill it received from the House a few weeks ago, which includes state control of the St. Louis Police.  more

Despite another winter storm, which brought snow, difficult travel conditions, and negative temperatures, the General Assembly met each day this week and pushed forward with committee hearings and floor activity. The Senate debated and perfected approximately ten bills this week, at one point clearing most of the legislation off its formal perfected calendar. This included an omnibus utility bill, which, after meeting resistance during floor debate a couple weeks back and on Wednesday night, was perfected Thursday morning. The Senate third read and sent to the House bills on topics as varied as fireworks regulation, anti-hazing, financial institutions, and taxation. The House increased its floor activity this week, third reading bills relating to public safety, statute of limitations reform, pesticides labeling, and diversity, equity, and inclusion. more
The Kansas City Chiefs’ loss on Sunday meant that the General Assembly did not adjourn on Wednesday and Thursday, as many had hoped, to attend a celebratory parade and rally. Snow and plunging temperatures did, however, cause the House – but not the Senate – to cancel most committee hearings and its planned floor debate for Wednesday. And yet, both chambers pushed forward with a full slate of committee hearings and floor activity this week.  more
Despite the flu sidelining several Senators this week, the Missouri Senate finally saw floor action, as it perfected six bills and third read five of them, sending legislation relating to county officials, local government, cotton trailers, emergency medical services, and jails to the House. The House spent much of its week conducting committee hearings on a variety of issues, including several marathon hearings on contentious social topics, such as transgender issues, abortion, and crime. With the pace at which both Chambers have conducted hearings over the last few weeks, and with the Senate now moving into floor debate, the 2025 legislative session is clearly in full swing as we head into the sixth legislative week. more
